The pace bowler has taken over 300 dismissals in 71 appearances with an impressive average.
Australia's chair of selectors the selector has confirmed that skipper Cummins will have a crucial role in the upcoming England-Australia contest.
There were concerns that the 32-year-old might sit out due to a ongoing back issue that remained unresolved.
Previous updates from the Australian camp suggested no final decision had been made regarding whether he would play, with the Test matches set to start on the 21st of November in the WACA.
The selector shared that his recovery is on track and was "optimistic" about his chances of taking part.
"We're aware that time is getting short and multiple considerations involved, not only the back issue, but further aspects," Bailey remarked.
"The outlook is good. There's strong faith that he'll participate in a significant role. With luck it's the first Test. Should that not happen, then we'll pick it up."
Previous Setbacks
He was sidelined the white-ball matches against India and New Zealand in the previous weeks after examinations confirmed a lumbar bone stress.
There is a track record of recurring issues, with flare-ups in multiple past seasons forcing him out of three Australian summers in a limited period.
He emphasized he would be bold in recovery efforts in his rehabilitation process to make the squad for the contest.
He mentioned that it was unclear if Cummins had begun bowling as part of his comeback but conceded it was "becoming urgent" for him to recover fully for the first Test.
Contingency Plans
In case of absence, former captain Steve Smith will assume leadership.
All-rounder Cameron Green was withdrawn recently from the national team for their ODI contests against India as a preventive step because of an abdominal issue.
Bailey described it as a "small issue and stated that he'll feature in the Sheffield Shield, so will be "ideally positioned to be ready to bowl."
"We put so much time has gone into developing the strategy for him to be available for the opening match as an all-rounder," Bailey explained.
"He was only going to play the first two ODIs in any case. How he handles the bat in limited-overs, if it causes any delay for a short period, the choice was made to approach this more conservatively."
